Military and Overseas Voters

The Military and Overseas Voters Empowerment Act (MOVE) was signed into law in 2009,  affording certain US citizens the right to request an "electronic" absent voter ballot, to be emailed or faxed to the voter. This Act applies to:

  • all active, uniformed service members,
  • their spouses and dependents,
  • Merchant Marines stationed inside or outside the United States, and
  • civilians residing or temporarily located overseas.

The voter must submit an FPCA (Federal Post Card Application) to the Clerk in the jurisdiction of their permanent residence, requesting ballots for the calendar year, January 1 – December 31. The form must be filled out completely and signed by hand (no electronic signatures). This application must be updated annually. Persons with voting residence in the township can email their completed form to Clerk@sciotownship.org.

How military members and overseas citizens can determine their voting residence:

For US citizens living abroad: Your voting residence will be the address where you lived before moving overseas. Learn more about overseas voting residences here.

For military members and their families: Your voting residence is usually the residence you consider your permanent home and where the military member has or had a physical presence. Learn more about military voting residences here.

Your ballot must be mailed back to the Clerk postmarked by 8 pm on Election Day and received within 6 days after the election to be counted.
